Obligations Under the California Employee Literacy Education Assistance Act

What are our obligations under the California Employee Literacy Education Assistance Act?

Q. An employee recently disclosed that he is illiterate and asked for our help in finding an adult literacy education program. What are our obligations toward this employee under California law?

A. The California Employee Literacy Education Assistance Act, which is codified in the California Labor Code, requires private employers with 25 or more employees to “reasonably accommodate and assist any employee who reveals a problem of illiteracy and requests employer assistance in enrolling in an adult literacy education program.”

Employer assistance may include providing the employee with information on literacy education programs in the area or arranging for a literacy education provider to visit the worksite. An employer would not be required to provide these reasonable accommodations if it would create an undue hardship for the employer.

Furthermore, an employer must take reasonable efforts to safeguard the illiterate employee’s privacy and confidentiality with regard to his or her illiteracy.

An employer is also prohibited from discharging an employee for revealing that he or she is illiterate.

Note that an employer is not obligated to provide paid time off for an employee to enroll and participate in an adult literacy education program.

When it comes to commitment, Bob Bonney belongs at the top of the list. We're proud to feature Bob's recognition at the Literacy Volunteers-HBPL's June 2017 Annual Awards Event for 30 years of dedication. =Born in Amityville, Long Island, New York, Bob went through school there and joined the Navy after high school, where he served for three years. After his first tour of duty he entered the work force, but was recalled back into the Navy and sent to Asugi, Japan. There he served as flight crew of the PB4Y2 aircraft which flew reconnaissance over the Pacific Ocean looking for Korean submarines. 4½ years later, the Korean War had ended and Bob found himself once again a civilian.

Time passed, one thing led to another, and Bob found himself happily married and living in California. He was hired at Northrop Grumman and worked as a quality control engineer in the missile program for the next 25 years. After retiring and looking for a new adventure, Bob volunteered at the VA Hospital in Long Beach, where he discovered the joy and satisfaction of helping others.

Bob then heard about the literacy program at the Huntington Beach Library, and enrolled in tutor training. In those days, training was held at the Westminster branch, and he remembers the instructors Sue Berman and Marcia Hendriks with great fondness.

Tutoring for 30 years, Bob has built decades of memories with many, many learners ...
Bob's very first learner was a man who lived with his parents in Leisure World. After about a year, the family moved away, and later, the learner's mom sent the Literacy Director a letter of gratitude and a $20 donation for the program.

Request for Proposals - Adult Literacy Services
Request for Proposals (RFP), seeking a qualified consultant to review all aspects of the Library’s provision of literacy services for English-speaking adults, or Adult Literacy services.
The consultant will be expected to address the following areas and make recommendations:
> Community adult literacy needs and outcomes analysis
> Progress and status tracking for adult learners
> Resource management to meet objectives and service level needs
> Tools and materials
> Marketing and collaboration

Recruit and train new volunteer tutors
Establish and evaluate procedures to meet the Literacy Program objectives

will oversee literacy instruction at the Calaveras County detention center (Jail) and will work closely with incarcerated individuals.

Staffs the literacy office, Answers phones and responds to Literacy's email, Assists literacy volunteers and adult literacy students

You can read to your child (or any child!) from the time they are babies.
Here are some tips for reading with a child:


*Pick a time when you and your child are happy. That will make reading more enjoyable.
*Cuddle with your child when you are reading. They will associate positive feelings with reading.
*Allow your child to touch and play with the book. That is how they discover their world.
*Read the book over and over again! If your child asks to hear the book again, they are still learning from it.
*Read with expression, make faces and have fun with it!
*With younger children, it is not important to read word-for-word.
Having a conversation is important.
*Let toddlers be active while reading. Have them point to pictures or act out the actions.
*With school-age children, ask who, what, when, where, why questions.
*Keep reading to them even when they go to school, then have them read to you. Praise them!

You don’t have to be “teaching” something to have your child learn. When you talk, sing and read with your child, you are building their brains. This will make a big difference in their lives!  READ MORE >>

Learners Grow Their Home Libraries

The theme of our Fall display encouraged learners to build a home library, featuring consumable fiction books. Each learner could choose two free books from a varied selection. Many learners took advantage of the giveaway to add to their book collection. Books are still available in the tutoring rooms, so take yours home today!

Thanks to a generous state grant, we have three free items to offer you and your learner:
*Free books to take home and keep to build a home library
*A reusable insulated mug to bring with you to the Learning Center
*A planner to keep track of your lessons

“Ready, set, fun!” was the simple implied directive that propelled a fun-filled hour and a half on Thursday, July 6th.  The meeting room at the Jefferson Branch became a workshop where adult patrons built small bridges, picnic tables, lemonade stands, and bus stops.

This was the last in a series of STEAM workshops co-hosted by Adult Literacy and Jonathan Most, an adult librarian at the Jefferson Branch. STEAM stands for Science, Technology, Engineering, Art and Math and is an ongoing educational program at the library that fosters creativity and learning in these fields.

Jonathan and I selected a workshop called Keva Brain Builders. Colleague Xochitl Hughes assisted us as we attacked the E in STEAM. Keva Brain Builders are inter-connecting wooden pieces called planks. Each nylon pouch contains 20 planks and 30 mini double-sided colored cards. One side displays a photo of final structure, and the reverse shows color-coded directions on how to build it.

A total of 28 adult attended, including the English Conversation class and students from a local adult school.  READ MORE >>
