It can be easy to take the ability to read for granted, but there's nothing easy about admitting you can't read, especially for adults. Just ask Gary Swimpson.

"I have a 7-year-old grandson that can read better than me," he says, "it hurts. I'm 61 years old, I'm supposed to be reading to him, but I can't let that get me down. I have to keep pushing forward."

Pushing forward is Gary's mantra. He exudes positivity, but it wasn't always that way.

"As far as my background, where I come from, 'the hood' and all that, you know I made a lot of bad choices coming up and so I'm trying to do the right thing in life for the first time in my life."

He says the hardest part of his journey has been having the strength to continue pushing himself to do it.

"When you never read growing up and now you're in your fifties or sixties and you try it, it's a challenge."

When Gary moved from Los Angeles to Oceanside, he decided it was time for a fresh start, beginning about a year and a half ago with the Oceanside READS Learning Center.

Chelsea Genack Eggli, the literacy coordinator for Oceanside Public Library, said, "It takes a lot of courage and it takes a lot of strength to go back to school when somebody is older in life," she says.  WATCH 02:30

Monica Chapa Domercq, Oceanside Public Library

CLA: 2020

Monica Chapa-Domercq is Principal Librarian of the Oceanside Public Library and manages reference services, public programming and collection development for adults. She recently began overseeing the READS Literacy program. She implements community conversations to inclusively inform development of locally relevant programs and services. As an active participant in the cultural life of Oceanside, Monica strengthens bonds by creating partnerships and collaborating with local leaders while serving on committees for cultural celebrations and festivals.

=This year, her team was the recipient of the Book to Action grant from the California Center for the Book, and she served on the ‘One Book, One San Diego’ Selection Committee. She has directed five National Endowment for the Arts ‘Big Read’ grants for the Library, and will be working on the Library’s sixth such community-wide read in February/March 2020.

One award will be given out in 2020. The Outstanding Librarian in Support of Literacy Award recipient will receive one year free individual CLA membership and will be honored at the CLA annual conference.  Additionally, Grass Roots Press will give the recipient's library $350 of materials of the recipient's choice to support adult literacy.

Library Offers Free Online Courses To Help The Unemployed

The Oceanside Public Library provides free online skill-development courses to help unemployed, furloughed or part-time workers get back in the job market. The courses are offered through the Coursera for Workforce Recovery program, administered through the library and made available by Coursera in response to people losing their jobs because of the pandemic. 

Folks can self-enroll in 40 curated collections of courses or view and enroll in any of the more than 4,000 course offerings from universities across the world.

The courses range from computer programming, digital literacy, data analytics/business analysis and software or app development to entrepreneurship, web design project management, marketing and business English among others.

Family Literacy Event Debut Oct. 5

Oceanside Public Library invites the community to Family Fun Time at the Library event on Saturday, October 5 from 11:00 a.m. to 12:15 p.m. in the Civic Center Library Community Rooms and courtyard at 330 N. Coast Highway. Oceanside READS Adult Literacy Program will be debuting its first LEARN Together event for families as they enjoy music and book themed activities.

Families will delight in an interactive musical performance by Joyful Jumping Music, an internationally recognized early childhood music and movement program. Other activities will include a book walk, prize drawing, crafts, and a play area. All book themed, of course!

Oceanside Public Library is proud to introduce LEARN Together, a new family literacy program, in partnership with Oceanside READS adult literacy services. The program is designed to support families with adult learners to encourage education in the home. =Oceanside READS provides support to adults learning to read and write in English, complete their GED, develop computer skills, pursue citizenship, and other life skills. =LEARN Together programs are designed to help adult learners with school aged children to create an involved, fun, and responsive learning environment in their homes.

This program is made possible through funding from California Library Literacy Services and the Friends of the Oceanside Public Library.

An Assessment of the Library's Adult Literacy Program

A Report for the Oceanside Public Library

The Oceanside Public Library worked with Library Consultant Joseph Matthews from February to August 2018, and is now proud to share the result of Joe's hard work. Our many thanks to Joe for his dedicated research and discussion with people in Oceanside and the literacy community.

The proposal was requested to: "...review all aspects of the Library’s provision of literacy services for English-speaking adults... The Consultant’s recommendations may be applied to the Oceanside READS Literacy Program, or to any Adult Literacy services the Library may provide or coordinate.  The consultant will be expected to address the following areas and make recommendations:  --Community adult literacy needs and outcomes analysis --Progress and status tracking for adult learners --Resource management to meet objectives and service level needs --Tools and materials --Marketing and collaboration."

Executive Summary
The Oceanside Public Library (“the Library”) asked the consultant to review its operations related to the Oceanside READS Adult Literacy service (“READS”), and provide a set of recommendations based on the best practices from adult literacy services in other public libraries.

⬧ The Library management team, together with the READS Literacy Coordinator, should, on an annual basis, review its goals and track the overall performance of the program, to determine whether any changes need to be made.

⬧ If the READS program is to expand its reach, and grow to accommodate 50 or so learner/tutor pairs, then the Literacy Coordinator position will need to become a full-time position, and more space will need to be found to accommodate more learner/tutor pairs working together simultaneously.

⬧The Library should prepare a presentation that explains the availability and accomplishments of the READS program. The Library’s management team should ask to speak at civic clubs, churches and school PTA meetings, as a way to both promote the program and also to ask for people to encourage family members, friends and neighbors to visit the Library and become a learner or volunteer tutor.

⬧ The Library should ask staff members to make periodic visits to barber shops, beauty salons, laundromats, homeless shelters, soup kitchens, coffeehouses, ethnic grocery stores, doctors’ and dentists’ offices, and fast food restaurants, to deliver READS bookmarks and posters.

⬧ Bookmarks and posters should be visually appealing (use more pictures and less text), have a simple, targeted message; use few words (after all, the target audience for these marketing materials has difficulty reading); and use the language of the target audience.

⬧ The Library should add web links for tutor and learner resources to its website.

⬧ Part of the responsibilities of the Literacy Coordinator position should be to spend time in the community, to raise the visibility and awareness of the accomplishments of the READS program.

⬧ Even if the total number of learners were not increasing, the Library should begin discussions with the City of Oceanside to seek additional space for the READS program, and/or to remodel the space so that small study rooms, complete with sliding glass doors, and a ceiling made of sound-absorbing materials, are provided for each learner/tutor pair. Alternatively, the City could provide space for the READS program at another location, either as an addition to the existing location, or by relocating to one larger space altogether.

⬧ The READS program should continue to provide just-in-time assistance and coaching as needed by the tutors at the quarterly meetings. The READS program should consider developing a refresher course for tutors that is offered annually, and/ or encouraging more tutors to retake the initial training course.

 As part of the tutor orientation process, the Library should provide a tour of the Civic Center or Mission Branch Library to highlight the location of various collections, resources and services that might be of interest to the new learner, as well as encouraging frequent use of their Library card.

⬧ The READS program should seek to strengthen the existing partnerships as well as develop new partnerships.

⬧ The Library should report to its key stakeholders (Library Board, City Council, City Manager and the community itself) using a set of performance measures.  READ MORE >>

Oceanside Public Library is offering qualified community members the opportunity to earn an accredited high school diploma, and credentialed career certificate, through Career Online High School, a program brought to public libraries by Gale, a Cengage company. Part of the world’s first accredited, private online school district, Career Online High School is specifically designed to reengage adults, bringing them back into the education system and preparing them for entry into post-secondary education or vocational training, to advance in the workforce. Currently, one in seven adults in Oceanside lacks a high school degree or equivalent.

“Earning a high school diploma is a life-changing achievement,” says Library Director Sherri Cosby. “By offering Career Online High School, we’re empowering residents to seek new opportunities and transform their lives.”

“We’re delighted to partner with Oceanside Public Library to offer Career Online High School and give residents access to education and the potential to change their lives,” says Paul Gazzolo, Senior Vice President and General Manager for Gale.
